David M. Campbell is a Partner with Pannone Devereaux & O’Gara LLC and an experienced construction and commercial litigator with more than four decades of practice in Rhode Island and Massachusetts. He represents businesses, contractors, design professionals, insurers, and employers in complex disputes at both the trial and appellate levels, with a practice spanning construction law, commercial litigation, surety and insurance defense, professional liability, and employment matters.

David has substantial experience handling construction disputes involving both public and private projects. His work includes contract claims, bid protests, delay and defect matters, project litigation, arbitration, and related surety issues. He also advises construction industry organizations and business clients on risk management, regulatory compliance, and strategies designed to avoid or resolve disputes efficiently.

His litigation experience extends through state and federal courts as well as alternative dispute resolution forums. Over the course of his career, David has successfully argued matters before the Rhode Island Supreme Court, and various Massachusetts appellate courts, including the U.S. Court of Appeals for the First Circuit, reflecting the breadth of his trial and appellate advocacy.

David is closely involved with the construction industry and its professional organizations. He serves as General Counsel to both the Utility Contractors Association of Rhode Island and Associated Builders and Contractors of Rhode Island. He is also a member of the Attorney’s Council for the American Subcontractors Association and the American Bar Association’s Forum on the Construction Industry, and previously served on the Board of Directors of Associated Builders and Contractors of Rhode Island.

In addition to his client work, David has contributed to construction law education and industry advocacy. He is co-author of Advanced Construction Law in Rhode Island, published by the National Business Institute, and is a frequent speaker before business and trade organizations throughout the state. He earned his B.A. from Providence College in 1982 and his J.D. from Boston College Law School in 1985.

Pannone Devereaux & O’Gara’s Construction Law Team draws on more than 60 years of combined experience representing general contractors, subcontractors, developers, architects, and material suppliers. The firm advises clients across design-bid-build, design-build, multi-prime, and public-private partnership projects, providing support from early planning through project execution and dispute resolution.

The team handles strategic planning, contract drafting and negotiation, permitting and licensing, bid preparation and protests, project monitoring, mechanics’ liens, commercial and public financing, and federal, state, and local regulatory compliance, including OSHA and ADA matters. Its attorneys also prepare and negotiate construction management agreements, subcontractor agreements, design-build contracts, P3 agreements, indemnity provisions, and arbitration clauses.

PDO combines business, regulatory, and litigation experience to address disputes involving project cost, delay, workmanship, injuries, and property damage.
